Introduction to the Targeted Sanctions Toolkit

In the fall of 2004 the Targeted Sanctions Project at the Watson Institute for International Studies created this Index to facilitate the drafting of resolutions imposing targeted sanctions. It was updated in the Fall of 2006.

The project originated in the previous year (2003) when the Watson Institute hosted representatives from the UN Security Council, and other members of the UN, to review sanctions reform processes developed by the Swiss, German, and Swedish Governments since 1998. One idea that emerged from the Workshop was for the model text developed in these processes to be presented in an electronic format in order to aid in the drafting of UNSC resolutions.

The Toolkit is divided into three sections:

- Sanctions Reform Initiatives

- UN Sanctions Database

-Targeted Sanctions Facilitator

The Toolkit will be periodically updated to reflect developments in the use of targeted sanctions by the Security Council. The Toolkit was last updated on 20 October 2006.
